Key points:

• Russia is holding approximately 16,000 Ukrainian civilians, sentencing them on the basis of fabricated charges; over 95% of Ukrainian prisoners of war have been subjected to torture and ill-treatment.
• Torture, intimidation, and inhumane detention conditions are used as instruments of war to suppress resistance and demoralize Ukrainian society.
• The Ukrainian side has documented around 20,000 cases of abduction and forced transfer of children, which is regarded as a deliberate policy aimed at erasing Ukrainian identity.
• A just and lasting peace is possible only if illegally detained civilians and prisoners of war are released and deported children are returned, with the active involvement of the international community.
