The Ambassador of Ukraine to Nigeria has welcomed the publication of the 43rd periodic report of the Office of the United Nations High Commissioner for Human Rights (OHCHR) and expressed deep concern over Russia’s actions both in Ukraine and on the African continent.

Key points:

• The OHCHR report documents a significant escalation of Russia’s campaign of terror against the civilian population. Taken together, the documented facts demonstrate that the Russian Federation acts as an executioner — a state that deliberately uses fear, violence, and the destruction of civilian life as instruments of state policy.

• This same pattern of behaviour is being replicated by Russia across different regions of the world, regardless of its declared intentions or official rhetoric.

• Events in Mali, documented by the Associated Press, point to cases of rape, torture, looting, and extrajudicial killings of civilians linked to the activities of Russian military formations.

• Countries that enter into cooperation with Russian military forces ultimately face similar consequences: the loss of sovereign control over their security sector, growing dependence on an external power, and de facto transformation into objects of neo-colonial influence.

• Ukraine calls on its partners to strengthen solidarity and mutual support. The protection of civilians, respect for international law, and accountability for crimes must remain a shared priority of the international community — both in Europe and in Africa.
